COUNTY OF HAWAII STATE OF HAWAI`I RESOLUTION NO. 633 26 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO D-FIN FOUNDATION FOR ITS KONA CAT COMMONS SANCTUARY PROJECT. WHEREAS, D-Fin Foundation is a 501(c)(3)nonprofit organization whose mission is to address animal welfare on Hawai`i Island; and WHEREAS, D-Fin Foundation is requesting funds for professional consulting services for the development of a start-up and first-year plan for its Kona Cat Commons Sanctuary Project, which will serve a public purpose by benefiting, improving, or promoting the interests of the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 6 are hereby transferred to the Department of Research and Development to provide a grant to D-Fin Foundation for the expenses and purposes identified in"Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $5,000 CREDITED TO: 1010-11-16122 Department of Research and Development $5,000 Agriculture R&D OCE 530115 Misc. Hawai'i Island is experiencing a substantial community cat(feral and stray cat) population that presents challenges to native wildlife, public health, and animal welfare. The Kona Cat Commons is a proposed six-acre cat sanctuary in Captain Cook that will serve as a humane model for managing community cats while supporting broader County efforts to address these issues and their related impacts. This project will develop comprehensive start-up and first- year operational plans for the Kona Cat Commons. The planning process will establish an operational framework for the sanctuary, including management, policies, procedures, and implementation strategies.The completed plan will also serve as a pilot model that the County of Hawai'i may use or adapt in developing future community cat sanctuary initiatives and related responses. By creating a coordinated operational framework, the project aims to support humane community cat management, improve coordination among existing efforts, and provide a long- term resource for addressing environmental, public health, and animal welfare concerns on Hawai'i Island and their associated impacts. *35. 501(c)(3) Mission Statement The mission of the D-Fin Foundation is to address animal welfare on Hawai'i Island. *36. The Foundation will oversee and fund all project activities, including the development of the Start-Up and First Year Operational Plan through qualified professional consulting services. *37.
