WHEREAS, the Ocean View Skatepark Association(OVSA) is a 501(c)(3)nonprofit organization whose mission is to provide children and families in the community of Ka`u with a safe and accessible space that promotes habitual fitness activity and community engagement; and WHEREAS, OVSA is requesting funds for expenses related to its after-school program, Skate Snax, including skate instructor services, snacks for keiki, safety gear, loaner skateboard rentals, Skate Snax Jam event expenses, and administrative costs,which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, educational concerns,the needs of the poor, youth,the aged, and those with physical or emotional disabilities, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 6 are hereby transferred to the Department of Parks and Recreation to provide a grant to Ocean View Skatepark Association for the expenses and purposes identified in"Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $4,000 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $4,000 CREDITED TO: 1010-51-50302 Department of Parks and Recreation $4,000 P&R Admin OCE 530115 Misc. The organization will host a no-cost after-school skate program beginning in August and concluding in December. The program will run for approximately 18 weeks, one day per week for 1.5 hours per session. The program will include skate instruction, snacks, and a short discussion on character traits such as honesty, integrity, and respectfulness. The program will emphasize the importance of using safety gear while skating and the health benefits of this activity. It will foster friendship, community, and relationships while providing a safe learning space for keiki. Caring for the park and the surrounding environment will be discussed and practiced, along with learning how to advocate for additional recreational opportunities in the community. The program will include approximately 27 hours of instruction provided by a paid instructor($540), snacks ($500), safety gear($760), loaner skateboards ($1,000), and administrative costs ($400). The organization will also plan one large event in the fall, similar to the grand opening event, featuring music, food, activity booths, and a skate contest. This event is important for community building, promoting care for the park, and supporting community morale ($800). As a result of this program, keiki will learn how to skate safely, practice proper skate etiquette and form, care for the park, and develop positive character traits. The entire community will benefit from the values and knowledge instilled in keiki and will enjoy a large event centered around the skatepark. *43. 501(c)(3) Mission Statement To provide children and families in the community of Ka'u with a safe and accessible space that promotes habitual fitness activity and community engagement. *44.
