COUNTY OF HAWAI`I ° �/: •i STATE OF HAWAI`I '. .i.-7'ff:i.*:;':'-'-'1 RESOLUTION NO. 635 26 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KU`IKAHI MEDIATION CENTER INC.FOR ITS BASIC MEDIATION TRAINING. WHEREAS, Ku'ikahi Mediation Center Inc. is a 501(c)(3)nonprofit organization that empowers people to come together,to explore options, and to find their own best solutions for conflict mediation; and WHEREAS, Ku'ikahi Mediation Center Inc. is requesting funds for expenses relating to its Basic Mediation Training to cover the fees of a professional basic mediation trainer, training supplies, refreshments, and program staff, which will serve a public purpose by benefiting, improving, or promoting educational concerns,the needs of the poor, youth,the aged, and those with physical or emotional disabilities, the public health and welfare of the people and the environment, and victims of crimes and health or social crises; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 2 are hereby transferred to the Office of the Prosecuting Attorney to provide a grant to Ku'ikahi Mediation Center Inc. for the expenses and purposes identified in"Exhibit A,"a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $5,000 . Founded in 1983 as a program of the Island of Hawai'i YMCA and becoming an independent organization in 2006, Ku'ikahi Mediation Center Inc. has a 43-year track record of providing conflict prevention and resolution services to our diverse communities. It is the sole nonprofit mediation center serving East Hawaii and 1 of only 5 mediation centers in the state. Its purpose is"Finding Solutions, Growing Peace."During fiscal year(FY) 2024-2025, Ku'ikahi served 685 clients (unduplicated, in cases closed that year)through 315 closed cases. To support these efforts, 34 professionally trained volunteer mediators donated more than 1,228 hours of mediation services. These in-kind services were valued at$184,200 on the organization's CPA-audited financial statements. In addition, volunteer mediators and apprentices dedicated their time to attending 6 free, in-house continuing education activities. Request CRF will be used to conduct a 4-day Basic Mediation Training in Hilo during FY 2026-2027. This training is essential to ensuring that Ku'ikahi recruits and retains enough volunteer mediators with the skills and expertise necessary to assist clients in a variety of life-impacting situations. The 32-hour training provides instruction in the mediation process and the application of advanced communication skills to help parties resolve differences. People in conflict often focus on each other as the problem. Mediation helps people focus on the issues, so they can see they have a joint problem to solve. Training participants learn a variety of conflict resolution and prevention techniques in this interactive educational offering—through lecture, group discussion, hands-on exercises, and 4- role play practice sessions. Whether trainees want to improve their communication skills or become volunteer mediators at Ku'ikahi, the training gives them the tools they need to start resolving conflict in peaceful, lasting ways. All backgrounds and personality types are welcome. *44. 5O1(c)(3) Mission Statement We empower people to come together—to talk and to listen, to explore options, and to find their own best solutions.To achieve this mission, we offer mediation, facilitation, and training to strengthen the ability of diverse individuals and groups to resolve interpersonal conflicts and community issues. *45. In 1,000 characters or less, explain how the 5O1(c)(3) is connected to the project. Ku`ikahi Medication Center Inc. is conducting the project. In mediation, approximately 50% of clients have annual incomes under$20,000. Census data shows that our Ka'u and Puna districts house some of the state's poorest populations. Mediations are free or on a modest sliding scale, with no one turned away for lack of funds. Sample opportunities include: 1) domestic mediations to help parents put kids first after separations or divorces, 2)debt mediations for credit cards or medical bills to negotiate debt reduction, payment plans, or forgiveness due to hardship, and 3) landlord/tenant mediations to prevent eviction and homelessness. According to"The Social Economic Impact and Return on Investment: Mediation services delivered by the Mediation Centers of Hawai'i during Fiscal Year 2023-2024,"for every$1 spent on mediation services, they delivered $15.92 in immediate and long-term financial benefits. Goal 2: At least 95% of trainees report learning something new and useful. Goal 3: At least 95% of trainees would recommend the training to others. Goal 4: At least 75% of trainees sign up for the apprenticeship program. Goal 5: At least 50% of trainees successfully complete their apprenticeships. Supplemental. Local non-profit legal services and court self-help centers receive more inquiries than they can process. Mediation is integral to Hawai'i's"Access to Justice" framework,which strives to ensure that all people have access to civil processes. Our community mediation services provide a critical alternative to litigation, especially for poor and indigent populations who cannot afford legal counsel and/or struggle to navigate the legal system as unrepresented litigants. Mediation is a self- empowering,flexible process that enables people to reach enduring resolutions. Mediation saves time and money compared to litigation and is a private, confidential way to resolve conflicts. Unlike litigation, where control resides with the judge or the jury, in mediation,the parties themselves control the outcome. Because the result is achieved through the parties' voluntary cooperation, compliance with the mediated agreement is usually higher. Trainee Testimonial: "It was awesome to see everyone's growth.
