WHEREAS,Friends of the Palace Theater is a 501(c)(3)nonprofit organization whose mission is to revitalize,restore, and sustain the Historic Palace Theater as a venue that will educate, entertain, and inspire our diverse community; and WHEREAS, Friends of the Palace Theater is requesting funds for expenses related to its Community Connections Program, including event staff and artist fees, which will serve a public purpose by benefiting, improving, or promoting culture and the arts; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 2 are hereby transferred to the Department of Liquor Control to provide a grant to Friends of the Palace Theater for the expenses and purposes identified in"Exhibit A,"a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $3,576 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $3,576 CREDITED TO: 1010-21-25139 Department of Liquor Control $3,576 Public Programs 530115 Misc. The Community Connections program aims to ensure the historic Palace Theater is a gathering place that community members from every walk of life can enjoy. From daytime activities like Puzzlin'at the Palace or the Community Spotlight to nighttime First Friday concerts, to the preview of the Fall Musical, Community Connections ensures there is always something for everyone to enjoy for free at the Palace. A 2024 One Nation/One Project survey of over 10,000 people found that 96% agreed that arts participation improves wellbeing in their community, and 90% would like to participate more in the arts to improve their wellbeing. The same study listed affordability and accessibility as major factors limiting arts participation. Current free programming offered at the Palace Theater includes the Historic Hawaii Film Program (1x/month), a curated collection of historic films featuring vintage and archival footage of Hilo and Hawaii; Hawaii Lava Docs (1x/month), a curated film program featuring archival and contemporary films focused on Hawaii Island's volcanic activity; Puzzlin'at the Palace (4x/month), a weekday afternoon opportunity to socialize through puzzles, games, and art with supplies provided; First Fridays (1x/month), a monthly showcase of live local music hosted in the lobby; Community Spotlight Weekday Live Performance(1x/month), a weekday program in partnership with Destination Hilo featuring Kupuna Hula Tuesdays in the lobby and rotating opportunities for other organizations and performers; Free Fall Musical Preview (1x/year), a preview of the Fall Musical with targeted invitations to high school and college students; and Hilo Aloha (7 events, 1x/year), a week-long celebration of the Merrie Monarch Festival featuring live music, shopping at a makeke with kanaka and locally owned businesses, and free public screenings of Merrie Monarch on the big screen. *49. 501(c)(3) Mission Statement To revitalize, restore, and sustain the Historic Palace Theater as a venue that will educate, entertain, and inspire our diverse community. *50. Though there have always been free events at the Palace, the Community Connections program began in earnest in January 2026 with Puzzlin'at the Palace and the Film Loop Series. Within the first six months, nearly 1,500 people attended a free event at the historic Palace Theater. The program aims to serve at least 3,000 people throughout the year, with attendance recorded by Palace event staff. The Community Connections program provides a no-pressure, no-commitment opportunity for community members from all walks of life to experience the historic Palace Theater. With no ticket price or expectation, community members can simply walk in and participate in art and culture. Through increased engagement with the program, the Palace Theater anticipates a rise in newsletter subscriptions and email blast subscribers.
