WHEREAS, Kalamapi`i PLAY School is a 501(c)(3)nonprofit organization whose mission is to provide a safe, exciting,peaceful, and loving learning environment for children to explore, discover, and enjoy early childhood; and WHEREAS, Kalamapi`i PLAY School is requesting funds to assist with purchasing plants, soil, seeds, fertilizers,nutrients,planters,rocks,bricks,paving stones, garden tools and accessories, a sand box tray, and shade covers,which will serve a public purpose by benefiting, improving, or promoting educational concerns within our County;now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 2 are hereby transferred to the Department of Research and Development to provide a grant to Kalamapi`i PLAY School for the expenses and purposes identified in"Exhibit A,"a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $4,750 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $4,750 CREDITED TO: 1010-11-16102 Department of Research and Development $4,750 Research&Dev OCE 530115 Misc. Research, as well as indigenous knowledge, shows that children thrive when they are connected to nature. Unfortunately, access to natural environments is becoming more limited in early childhood settings, particularly as many preschool classrooms are located on Department of Education campuses where traditional play structures often replace opportunities for nature-based exploration. As Kalamapi'i PLAY School prepares for the 2026-2027 academic year, the organization is seeking support to expand and enhance its campus green spaces. *43. 5O1(c)(3) Mission Statement To provide a safe, exciting, peaceful and loving learning environment for children to explore, discover and enjoy early childhood. *44. Kalamapi'i PLAY School is a 501(c)(3) nonprofit organization whose mission is to provide a space where each child is supported both emotionally and educationally. The proposed Green Space Project directly advances this mission by creating environments that foster healthy child development, emotional regulation, learning, and connection. Time spent in natural environments has been linked to increased attention, creativity, problem-solving skills, physical activity, and reduced stress and anxiety. These outcomes align closely with our goal of supporting children both educationally and emotionally. These improvements will create safe, accessible outdoor learning environments where children can engage in nature-based play, exploration, and educational activities. The enhanced green spaces will serve as extensions of the classroom, supporting curriculum goals while also promoting emotional well being and healthy development. *45.
