RESOLUTION NO. 348 2 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS COMMUNITY DEVELOPMENT GROUP FOR EXPENSES RELATING TO THE 12TH ANNUAL HAWAI`I ISLAND ALL NATIONS POWWOW. WHEREAS,the Grassroots Community Development Group (GCDG) is a 501(c)(3) nonprofit organization whose mission is to strengthen our communities through the cooperative development of programs for East Hawai`i and to promote quality programs for youth and families; and WHEREAS,the Grassroots Community Development Group is requesting funds to cover the cost of portable toilets, event insurance, and a sound system rental for the 12th Annual Hawai`i Island All Nations Powwow, which will serve a public purpose by benefiting, improving, or promoting culture and the arts, educational concerns, and the public health and welfare of the people and the environment; now,therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 3 are hereby transferred to the Department of Liquor Control to provide a grant to the Grassroots Community Development Group for the expenses and purposes identified in"Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $900 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $900 CREDITED TO: Department of Liquor Control 1010-21-25139 Public Programs $900 530115 Misc. The 12th Annual Hawai'i Island All Nations Powwow will be held September 12-13, 2026, at 16-492 Volcano Road, Kea'au, Hawai'i. The event brings together the community, Native American nations, and the host culture of Native Hawaiians to celebrate cultural diversity,foster understanding, and honor the traditions and continued presence of Indigenous peoples. This free, family-friendly event provides opportunities for cultural exchange through traditional Powwow activities, including intertribal dancing, exhibition dances, special performances, drumming, Native American music, and special presentations. Attendees can experience Indigenous arts and crafts from local vendors, enjoy traditional foods such as frybread alongside local Hawaiian food options, and participate in activities that may include storytelling, Hawaiian protocols, and educational presentations for schools and the broader community. The Hawai'i Island All Nations Powwow supports the preservation and celebration of Indigenous traditions while promoting greater understanding, respect, and connection among cultures and communities. *44. 5O1(c)(3) Mission Statement To strengthen our communities through the cooperative development of programs for East Hawai'i and to promote quality programs for youth and families. *45. The event plans increased cultural awareness among approximately 500-1,000 youth, elders, and community members through participation, engagement, and involvement in Native American and Native Hawaiian communities.Assists approximately 150 singers, dancers, elders, and tribal practitioners to participate in a cultural exchange event, and some 1000 community members and visitors to the cultural event, celebrating the Native American culture. School presentations are planned for at least 2 area schools.
