Your Committee on Finance, to which was referred Bill No. 177, reports as follows:
Bill No. 177, transmitted by Acting Police Chief Sherry D. Bird via Communication No. 973, dated
July 15, 2026, amends Ordinance No. 26-44, the Operating Budget of the County of Hawaii for the
fiscal year ending June 30, 2027.
This bill appropriates revenues in the Federal Grants — Byrne State Crisis Intervention Program
Grant account ($129,033) and appropriates the same to the Byrne State Crisis Intervention
De-escalation Training Program account. Funds will be used to conduct Verbal Judo de-escalation
training for law enforcement.
There was no discussion on this matter.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 177, and
recommends its passage on first reading.
