I hereby certify that the following Bills passed first reading at the meeting of the Hawaii County
Council on August 5, 2026, by vote as listed below:
Bill 172: Amends Ordinance No. 26-44, the Operating Budget of the County of Hawaii for the
Fiscal Year Ending June 30, 2027. Appropriates revenues in the State Motor Vehicle Weight
Tax account ($6,282.72) and appropriates the same to the Vehicle Registration Other Current
Expenses account. Ayes: Council Members Galimba, Hustace, Kagiwada,
Kaneali`i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba — 9; Noes: None;
Absent: None; Excused: None.
Bill 174: Amends Ordinance No. 26-44, the Operating Budget of the County of Hawaii for the
Fiscal Year Ending June 30, 2027. Appropriates revenues in the State Grants — Kona Low Small
Business Recovery Grant account ($500,000) and appropriates the same to the Kona Low Small
Business Recovery Grant Program account. Ayes: Council Members Galimba, Hustace,
Kagiwada, Kdneali`i-Kleinfelder, Kierkiewicz, Kimball, Onishi, and Chair Inaba — 8; Noes:
None; Absent: Council Member Villegas —1; Excused: None.
Bill 175 (Draft 2): Amends Ordinance No. 25-50, as Amended, an Ordinance Amending
Chapter 6 of the Hawaii County Code 1983 (2016 Edition, as Amended), Relating to Transient
Accommodations. Changes certain responsibilities for proposed vacation rental laws under
Ordinance No. 25-50 from the finance director to the planning director; exempts prospective
vacation rentals that have submitted a valid use permit or special permit application from
Ordinance No. 25-50; and requires any funds collected under Ordinance No. 25-50 to be
deposited into the short-term vacation rental enforcement fund. Ayes: Council Members
Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and
Chair Inaba — 9; Noes: None; Absent: None; Excused: None.
