Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 616-26, reports as follows:
Resolution No. 616-26, transmitted by Managing Director William V. Brilhante, Jr., via
Communication No. 982, dated July 14, 2026, authorizes the Mayor to enter into an intergovernmental
agreement with the State of Hawaii, Department of Health, for the installation and maintenance of
two naloxone nasal spray distribution boxes.
The distribution boxes will be installed at the Hilo County Building and the West Hawaii Civic
Center in Kona and maintained by the Mayor's Office.
Executive Assistant to the Mayor Erin Samura was present via Zoom to explain the history of this
funding and reasoning for these free naloxone distribution boxes. Research and Development
Deputy Director Dennis Lin, also via Zoom, explained their department's role in this project with
their existing memorandum of agreement with the state.
Committee Member James E. Hustace asked about the funding. Mr. Lin explained that the
County's job in this agreement is to install these boxes, allow them to be located on County
property, and restock them, but that all materials are being funded and provided by the state.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 616-26, and recommends its adoption.
