WHEREAS,the West Hawai`i Veterans Cemetery Development and Expansion Association(WHVCDEA) is a 501(c)(3)nonprofit organization whose mission is to develop, expand, landscape,reforest, and generally improve the West Hawai`i Veterans Cemetery, enlisting the support of government,public, veteran, and civic-minded volunteers; and WHEREAS, WHVCDEA is requesting funds to assist with excavation, foundation preparation and construction, and grading expenses for the Medal of Honor Memorial at the West Hawai`i Veterans Cemetery, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts and educational concerns; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 9 are hereby transferred to the Department of Parks and Recreation to provide a grant to the West Hawai`i Veterans Cemetery Development and Expansion Association for the expenses and purposes identified in"Exhibit A,"a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $10,000 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $10,000 CREDITED TO: 1010-51-50302 Department of Parks and Recreation $10,000 P&R Admin OCE 530115 Misc. The West Hawai'i Veterans Cemetery Development and Expansion Association (WHVCDEA), a 501(c)(3) nonprofit organization, proposes a Medal of Honor Memorial to be permanently installed along the West Hawai'i Veterans Cemetery Memorial Walkway.The Memorial will serve as a permanent tribute to Sergeant First Class Rodney J.T. Yano, Hawai'i Island's first Medal of Honor recipient, and will provide a framework to recognize future recipients from our community. Certified Architect Joseph Zenk collaborated with Billy Fields, a local mason and cultural expert,to design a memorial that harmonizes in style and scale with the existing installations along the walkway. Given the significance of the Medal of Honor, the U.S. Department of War Branding and Trademark Licensing Program has granted special permission to cast replicas of all three Medal of Honor variants for inclusion in the Memorial. This Contingency Reserve Fund request covers the site preparation phase required before construction can begin. The Memorial site along the walkway requires excavation into the existing hillside to create a level, structurally sound foundation that meets ADA compliance requirements for accessible pathways and visitor access to the Memorial. This work is estimated at$25,000. *43. 5O1(c)(3) Mission Statement The mission of WHVCDEA is to develop, expand, landscape, reforest, and generally improve the West Hawai'i Veterans Cemetery, enlisting the support of government, public, veteran, and civic-minded volunteers. *44. WHVCDEA conceived, designed, and is managing the Medal of Honor Memorial project, including securing Department of War Branding and Trademark Licensing Program approval for Medal of Honor replicas and all fundraising. Educational Platform: The Medal of Honor Memorial will expand the cemetery's existing monument collection, which honors World War II, Korean War, Vietnam War, Purple Heart, Gold Star, POW/MIA, and Revolutionary Patriots veterans, into a unified Memorial Walkway. This platform gives visitors, school groups, and the broader community a place to engage directly with Hawaii Island's military history without mediation. 2. A Framework for Future Honorees: The memorial will recognize all past and future Medal of Honor recipients with Hawai'i Island connections, beginning with SFC Rodney JT Yano of Kealakekua. This living memorial establishes a permanent, expandable framework ensuring every future recipient from our community has a place of honor at West Hawai'i Veterans Cemetery. 3. Long Term Preservation of History: Completion of this memorial fulfills a community commitment to preserving the full spectrum of military sacrifice and valor for future generations.
