Re: Operating Budget
Enclosed is a bill for an ordinance appropriating $198,247 that the Office of the
Prosecuting Attorney received for the Juvenile Accountability Incentive Block
Grant.
This grant is for the purpose of establishing the feasibility of a drug court
program for juveniles and to hire an additional deputy prosecutor to establish
and maintain information sharing among the criminal justice system, schools
and social service agencies. This networking should allow for earlier
identification, control, supervision and treatment of juveniles who repeatedly
commit serious, delinquent or criminal acts.
Also enclosed is a resolution authorizing the County of Hawaii to enter into an
agreement with the U.S. Department of Justice.

SUBJECT: Juvenile Accountability Incentive Block Grant - FY 99
Federal Grant amount - $ 178,227

In an effort to create a safer Big Island and to further address the problem ofjuvenile
crime in the County of Hawaii, the Office of the Prosecuting Attorney applied for and received a
Juvenile Accountability Incentive Block Grant in 1999. The Office has been approved for a
second year of funding to address other areas of juvenile crime. In the second year of funding, the
programs proposed for funding will include two areas as outlined in the program promoting
greater accountability in the juvenile justice system.
The first area to be addressed would provide for the preliminary work to be done to
establish the feasibility of a drug court program for juveniles. The second portion of funding
would allow the Office of the Prosecuting Attorney to hire an additional deputy prosecutor who
would work to establish and maintain information sharing between the criminal justice system,
schools, and social service agencies. This networking will allow for earlier identification, control,
supervision, and treatment of juveniles who repeatedly commit serious, delinquent or criminal
acts.
Authorized by the Ominibus Consolidated Emergency Supplemental Appropriations Act
of 1999, October 19, 1998; Public Law 105-277; Appropriations Act, these federal funds are
administered by the U. S. Department of Justice. The Office of Youth Services in the Department
of Human Services monitors distribution and compliance for the State of Hawaii.
