WHEREAS,Malama 0 Puna is a 501(c)(3)nonprofit, volunteer service organization whose mission is to provide community resources to maintain a safe and healthy community through environmental education, hands-on projects, and advocacy; and WHEREAS, Malama 0 Puna is requesting funds for personal hygiene items,potting soil,nursery pots,technology and office supplies, arts and crafts supplies,nutritious keiki meals and snacks, chess program supplies, and a fiscal host grant management fee, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, educational concerns, the needs of the poor,youth,the aged, and those with physical or emotional disabilities,the public health and welfare of the people and the environment, and victims of health or social crises; now,therefore, • BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 4 are hereby transferred to the Department of Research and Development to provide a grant to Malama 0 Puna for the expenses and purposes identified in"Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $5,000 CREDITED TO: 1010-11-16122 Department of Research and Development $5,000 Agriculture R&D OCE 530115 Misc. The Black Sands Beach Community(BSB) in Puna near Kalapana attracts low-income residents. The Keiki Resilience Project(KRP) provides education for youth considered at-risk due to the neighborhood's socioeconomic status. It expanded to support kupuna with nutritional and hygiene needs. Distances to food markets and drug stores, along with inflated costs, pose challenges for many households. Keiki learn food production by planting seeds/starts, using tools for garden maintenance, and participating in safe, supervised activities like fire ant control. Engaging keiki on weekends and breaks in the year-round K-12 school schedule fosters additional learning with prize-winning events at the Cooperative Extension in Hilo.The project provides games, ukulele instruction, sports, and arts and crafts (Kasey's Lanai)to support cognitive, cultural, and physical development. Keiki have snacks and lunch while participating in activities that strengthen science, technology, engineering, and mathematics. Distribution of personal hygiene items and specialized nutritional support meets the needs of keiki and kupuna, promoting health, well-being, and dignity. Joel Hau Can, a BSB resident, is the Project Coordinator, organizing events, managing volunteers, and ensuring program success. Success is tracked by the number of events held at the Garden; events are generally hosted monthly, with a separate theme each month.The keiki start'ohi'a seedlings for reforestation efforts due to Rapid'Ohi'a Death.The keiki have painted rocks to decorate the Pahoa Roundabout.The number of attendees at monthly garden events is tracked.The KRP is evaluated based on the number/ages of participating students, as well as any special speakers/field trips organized. The impact of dispersing packets of hygiene items is evaluated by the number of individuals requesting and receiving these products. *51. 501(c)(3) Mission Statement To protect critical habitat, native species, open spaces, and traditional cultural landscapes for future generations through hands-on projects, environmental education, advocacy, and networking. *52. Malama 0 Puna has been active in the Puna communities, working with Homeowner associations to promote permaculture, backyard gardening, community gardens, and orchards to promote greater food security in the district. Supporting the programs at Black Sands Beach Subdivision has been a project that has provided excellent results since the focus is also on providing environmental education for the keiki and important care for the kupuna in that subdivision. As a partner in this project, Malama 0 Puna members have assisted hands-on with some of the activities in this keiki resiliency project, and ensured that the project members are invited to various events where they can showcase their efforts and include the subdivision keiki. *53.
