WHEREAS,the Akaka Foundation for Tropical Forests is a 501(c)(3)nonprofit organization whose mission is to enhance and promote a forest stewardship ethic that embraces biocultural restoration and conservation strategies through the integration of traditional and western knowledge, and through strategic cooperation among private and public organizations; and WHEREAS,the Akaka Foundation for Tropical Forests is requesting funds to provide staffmg support to coordinate and participate in community outreach events that educate youth and the public on native seed collection,propagation, and conservation, as well as administrative costs, which will serve a public purpose by benefiting, improving, or promoting the interests of educational concerns; now,therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 8 are hereby transferred to the Department of Research and Development to provide a grant to the Akaka Foundation for Tropical Forests for the expenses and purposes identified in"Exhibit A,"a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,500 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $5,500 CREDITED TO: 1010-11-16122 Department of Research and Development $5,500 Agriculture R&D OCE 530115 Misc. The Hawai'i Island Seed Bank(HISB) is the only public seed bank on Hawai'i Island. It collects, processes, and stores seeds of Native Hawaiian species and food crops for public and private landowners on Hawai'i Island. In addition to this work, the seed bank is dedicated to training youth and adults, current and future caretakers of Hawai'i.Therefore, it is important to conduct outreach to our communities every year. Requested Contingency Relief Funds will support outreach efforts by funding a part-time assistant who will work with Jill Wagner, Director of HISB,to coordinate and participate in outreach events throughout 2026.There are multiple events that the Hawai'i Island Seed Bank is invited to attend, including opportunities on Saturdays as needed if funding support is available. Events such as the Grow Hawaiian Festival, Wili Wili Festival, Hamakua Festival,'Ohi'a Love Festival, 'Ikuwa Festival, and Arbor Day events are important community gatherings on Hawai'i Island that focus on conservation.Through these connections,the Hawai'i Island Seed Bank teaches the community about Hawaiian plant taxonomy, how to identify ripe seeds, pollinator associations, and provides students with hands-on training at its facility. *35. 501(c)(3) Mission Statement To enhance and promote a forest stewardship ethic that embraces biocultural restoration and conservation strategies through integration of traditional and western knowledge and through strategic cooperation among private and public organizations. *36. The Akaka Foundation for Tropical Forests is the nonprofit organization that administers the Hawai'i Island Seed Bank. The foundation creates sustainable, bioculturally based economic opportunities at all levels that support both native ecosystems and Hawaiian culture. It supports economic development efforts that create biocultural abundance. Creating abundance is critical to both biodiversity and cultural goals, as well as to the need for ethical and fulfilling livelihood opportunities in resource management. The foundation does this by increasing knowledge and passion for biocultural resource management among Hawai'i's youth and supports the next generation of biocultural stewards. It also supports K-12 educational efforts that engage youth in biocultural restoration of tropical landscapes, ethnobotany, native seed collection, and propagation of native and cultural keystone species. Not only does the foundation teach children how to identify and collect their native Hawaiian seeds, but it also sensitizes them to the importance of nature in our lives. These events are always an eye-opener for people, many of whom have never seen or associated with native plants, trees, and their seeds. The foundation underscores the importance of ex-situ (out-of-field) backup for our native lands in the event of an earth event, such as fires or flooding, or a human-caused event that could jeopardize the health of Hawaii and its people.
