A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
THE CHILDREN'S JUSTICE CENTER OF EAST HAWAI`I, INC. FOR ITS SPECIAL
NEEDS, ENHANCEMENTS, SUPPORT, EDUCATION, AND TRAINING PROGRAM.
WHEREAS, the Friends of the Children's Justice Center of East Hawaii, Inc.
(FCJCEH) is a 501(c)(3) nonprofit organization that meets the needs of abused and neglected
children of East Hawaii, focusing its efforts on helping child victims with resources and hope,
while striving to educate the public about child abuse; and
WHEREAS, FCJCEH is requesting funds for clothing, toddler training pants, and
administrative fees, which will serve a public purpose by benefiting, improving, or promoting the
interests of culture and the arts, educational concerns, the needs of the poor, youth, the aged, and
those with physical or emotional disabilities, victims of crimes, and vi aims of health or social
crises; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 4 are hereby transferred to the Office
of the Prosecuting Attorney to provide a grant to the Friends of the Children's Justice Center of
East Hawaii, Inc. for the expenses and purposes identified in "Exhibit A," a copy of which is
attached hereto and incorporated herein by reference, in the following amount as set forth below:

The Special Needs, Enhancements, Support Education & Training Program supports the immediate and ongoing
needs of child victims by providing emergency clothing, basic necessities, and resources that promote safety,
comfort, and stability during times of crisis. A key component of the program is the 24-Hour Emergency Clothes
Closet, a separate building at the back of the Friends of the Children's Justice Center of East HawaiTs facility,
always accessible to meet the critical needs of child victims. The 24-Hour Emergency Clothes Closet isn't just a
closet with clothing; it is a child -friendly space that provides comfort and support for keiki as they transition to a
new environment. The Closet's uniquely painted interior is a "bright, happy place" for children and workers
navigating child trauma, child placement, or the immediate need of a child to remove a critical barrier. Time is
always of the essence, and the Closet is well organized and labeled so that a worker can be in and out in less than
10 minutes. All workers, including case managers, social workers, therapists, law enforcement, and Child Welfare
Services, receive training on how to use the Closet before an access code is assigned. Professionals working with
child abuse victims obtain duffel bags filled with basic needs and add clothing, footwear, and additional hygiene
items in the appropriate sizes to meet each child's specific need. Hungry youth can also eat and drink. The Closet
contains a microwave and refrigerator, along with everything needed for a child to sit for a quick snack or bite to
eat. Additionally, the child or youth can take what they want as therapeutic tools to help them cope, including
playing cards, fidget items, stuffed animals, travel -size pillows and blankets, books, writing tools, journals, coloring
books, and so much more.

In partnership with the Children's Justice Center, we exist to meet the needs of abused and neglected children of
East Hawai'i. We focus our efforts on helping child victims with resources and hope, while striving to educate the
public about child abuse.

The 24-Hour Emergency Clothes Closet was a vision of the Friends for years, and it finally came to life with the
support of our community. The Friends have always maintained a gently used clothing Closet for children and
young people, which is open during normal business hours. However, we noticed that the need for resources often
arose when the office was closed, on weekends, at night, and on holidays. In July 2025, the Closet was completed
and became operational. It is the only one of its kind on Hawai'i Island and, as far as we know, in Hawai'i.

the proposed program or service provides direct public benefits and fulfills a public purpose within the County.

funds.
Each year in Hawai'i County, there are hundreds of reports of various forms of child abuse. Through its mission,
goals, and stated outcomes, Friends seeks to reduce child abuse within our community and to meet the needs of
children who have been traumatized by abuse by providing emergency assistance and requested items and
services that may help reduce family stress and improve children's physical and psychological well-being. By
achieving these outcomes, we hope to break the cycle of abuse and build a stronger, healthier community. Friends
uses an outcome measurement tool that allows us to collect data that yield direct benefits for children and youth.
The areas of focus include Family/Guardian/child coping with stress and crisis; Physical and Mental Health; School
Performance; Social Behavior and Peer Relationships; Self -Esteem and Confidence; Safety. Our proposed outcome
goals are -Participants will receive resources to meet their emergency and/or special needs. -Participants' safety
and immediate needs are met. -Participants gain a sense of safety, security, and normalcy. -Participants will report
a decrease in their overall family stress. -Participants will maintain a positive physical and psychological well-being -
Participants will experience an overall positive increase in family functioning.
