Major changes are summarized below. <br /> <br /> 1. Moved the definitions for "Agency" and "Business" from Section 2-91.1, HCC, to <br /> Section 2-82, HCC. <br /> 2. Replaced the definition of "Officer" in Section 2-82, HCC, with the definition in Section <br /> 2-91.1, HCC. <br /> <br /> 3. Added new definitions taken from state law for "Controlling interest", "Financial <br /> interest", "Official act" or "Official action", and "Official authority." <br /> 4. Page 4: Section 2-83(a)(3)-"Using county time, equipment or other facilities for private <br /> business or campaign purposes." <br /> <br /> 5. Page 4: Section 2-83(a)(5) - Added "Using county property or personnel for other than <br /> a public activity or purpose." <br /> 6. Page 4: Section 2-84(a)(3): Added clause prohibiting an officer or employee from taking <br /> official action directly affecting a business in which the employee's family has a <br /> substantial financial interest. <br /> 7. Page 5: "Section 2-85, Contracts.
