COMMITTEE ON FINANCE
Re: Comm. No. 1054/13111 No. 190
Your Committee on Finance, to which was referred Bill No. 190, reports as follows:
Bill No. 190, transmitted by Director of Research and Development Benson Medina via
Communication No. 1054, dated August 4, 2026, amends Ordinance No. 26-44, the Operating
Budget of the County of Hawaii for the fiscal year ending June 30, 2027.
This bill appropriates revenues in the Federal Grants — Workforce Innovation and Opportunity Act
account ($1,300,000) and appropriates the same to the following Workforce Innovation and
Opportunity Act 2026-2027 accounts: Administrative/Planning ($150,000), Adult Program
($500,000), Dislocated Worker Program ($250,000), and Youth Program ($400,000). Funds would
be used to provide services that enhance employment opportunities, job retention, earnings, skill
development and literacy.
There was no discussion on this matter.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 190, and
recommends its passage on first reading.
