Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 1049, reports as follows:
Communication No. 1049 transmitted by Mayor C. Kimo Alameda, dated August 13, 2026, requests
the Council's review and confirmation of the nomination of Jayssa Asuncion -Grace to the Game
Management Advisory Commission (GMAC).
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Ms. Asuncion -Grace, who was also present in the Hilo Chambers.
Committee Members Michelle M. Galimba, Matt Kaneali`i-Kleinfelder, Rebecca Villegas, and Dennis
"Fresh" Onishi spoke in favor of the appointment.
Member Onishi encouraged Ms. Asuncion -Grace to notify Council of any state legislation that GMAC
wishes to support and Council could introduce a resolution in support of that legislation as well.
Committee Member Ashley L. Kierkiewicz asked Ms. Asuncion -Grace to share one thing that she
would like to accomplish while on the commission. Ms. Asuncion -Grace mentioned the importance of
giving the `aina the opportunity to rest and not over -taking.
Committee Chair Jenn Kagiwada commented that while some areas are resting there could be a focus
on other areas that have an overpopulation of ungulates and need more hunting or better management.
Pursuant to Article VI, Chapter 9, Section 6-9.3 of the Hawaii County Charter, members of the Game
Management Advisory Commission shall be appointed by the Mayor and confirmed by the Council.

Your Committee on Governmental Operations and External Affairs is in accord with the purpose and
intent of Communication No. 1049, and recommends confirmation of the appointment of Jayssa
Asuncion -Grace to the Game Management Advisory Commission.
