Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 1051, reports as follows:
Communication No. 1051, transmitted by Mayor C. Kimo Alameda, dated August 13, 2026, requests
the Council's review and confirmation of the nomination of Kiliheaahiahi Dorian Inaba to the Public
Access, Open Space, and Natural Resources Preservation Commission.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Ms. Inaba, who was also present via zoom.
Committee Member Holeka Goro Inaba recused himself from the room and the discussion as he
disclosed an immediate family relationship with Ms. Inaba.
Committee Members Rebecca Villegas, Ashley L. Kierkiewicz, and Matt Kaneali`i-Kleinfelder spoke
in favor of the appointment.
Committee Member Heather L. Kimball stated that she would not be supporting this nominee to stay
consistent with her prior stance that she feels it is ethically inappropriate to appoint immediate family
members of Council Members to Commissions which provide decisions to the County Council.
Pursuant to Chapter 2, Article 42, Section 2-215(a) of the Hawaii County Code, members of the
Public Access, Open Space, and Natural Resources Preservation Commission shall be appointed by
the Mayor and confirmed by the Council.

Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 1051, and recommends confirmation of the appointment of
of Kiliheaahiahi Dorian Inaba to the Public Access, Open Space, and Natural Resources Preservation
Commission.
