Your Policy Committee on Health, Safety, and Well-being, to which was referred Bill No. 184,
reports as follows:
Bill No. 184, transmitted by Council Member Ashley L. Kierkiewicz via Communication No.
1023, dated July 31, 2026 amends Chapter 14 of the Hawaii County Code 1983 (2016 Edition,
as amended), related to the use of native plants in County landscaping.
Bill 184 requires the use of native plants in County landscaping.
Committee Member Ashley L. Kierkiewicz provided a brief overview.
Committee Member Holeka Goro Inaba suggested including non-invasive plants with cultural
significance to lei making. Ms. Kierkiewicz agreed and will be sending an amendment.
Committee Chair Dennis "Fresh" Onishi expressed the importance of keeping in mind the
integrity of County sidewalks and roads during plant selection process.
Your Policy Committee on Health, Safety, and Well -Being is in accord with the purpose and
intent of Bill 184, and recommends its passage on first reading.
