Your Committee on Legislative Approvals and Acquisitions,to which was referred Resolution
No. 632-26,reports as follows:
Resolution No. 632-26,transmitted by Council Member Ashley L. Kierkiewicz,via Communication
No. 1004, dated July 23, 2026, authorizes the Director of Finance to enter into negotiations for the
acquisition of lands or conservation easements for all or a portion of the properties identified as Tax
Map Keys: 1-5-088:009, 010, 011, 012, and 013, also known as Waiakahi`ula Village Ocean Access,
and Tax Map Keys: 1-5-063:042 and 043, also known as Waiakahi`ula Burial Site 19014 and
Agricultural Complex Site 19013, both situated in the Ahupua'a of Waiakahi`ula,District of Puna,
using the Public Access, Open Space, and Natural Resources Preservation Fund.
The County seeks to acquire approximately 1.505 acres of land listed as fifth and sixth highest
priorities in the 2025 Annual Report of the Public Access, Open Space, and Natural Resources
Preservation Commission.
Council Member Ashley L. Kierkiewicz emphasized the urgency of addressing the properties and
noted that one property owner has expressed interest in development;however, a burial site is
located on the property. She further identified the acquisition of the complementary parcel as
another matter requiring timely attention as the parcel would provide an opportunity for the
community to steward the `ding. Ms. Kierkiewicz concluded by stating that approval of the
resolution is a necessary step to authorize the Finance Director to begin negotiations.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and
intent of Resolution No. 632-26, and recommends its adoption.
