I am writing in opposition to Bills 186 and 187. I am not opposed to housing. I am asking you to withhold approval until the County has funded infrastructure to support this growth, starting with at least one more permanent two-lane road allowing travel to and from the Village. Waikōloa Village has one road in and out for nearly 7,000 residents. Adding hundreds of homes before a second road exists puts current and future residents in danger during emergencies and forces all traffic through one road on a daily basis. No additional development should take place without at least one more permanent road in place to support the current population, let alone more residents. Water supply is also a concern. Before approving more growth, the Council should ensure the water system can meet demand across all development planned for the Waimea Aquifer, not just this project alone. Please do not approve Bills 186 and 187 until these infrastructure needs are met with real commitments, funding, and a timeline. Housing and safe infrastructure should move forward together.
