CALL TO The regular meeting of the Committee on Legislative Approvals and Acquisitions
ORDER: was called to order at 9:00 a.m., in the Council Chambers, Kailua-Kona, by
Ms. Heather L. Kimball Chair.

CATIONS: Communications.
Comm. 904: REQUESTS FORMATION OF A PERMITTED INTERACTION GROUP
REGARDING THE WAIWAI GRANTS
From Legislative Approvals and Acquisitions Chair Heather L. Kimball, dated
April 30, 2026. The Permitted Interaction Group would evaluate and review
the 2026-2027 application process, discuss any code amendments and provide
recommendations for improvements to the 2027-2028 application process,
develop a scoring rubric for the 2027-2028 application process, and make
recommendations on the six-month process report and review process.

Comm. 904.1: From Legislative Approvals and Acquisitions Chair Heather L. Kimball, dated
July 15, 2026,transmitting a report of the ad hoc committee's findings and
recommendations.
CHR. KIMBALL: Thank you, Mr. Clerk. Alright, as mentioned,there is
already a motion on the floor to close file on Communication 904. You do have
the report from the Ad Hoc in Communication 904.1. If there aren't any
questions on the report, there should be a motion to postpone to the next
committee meeting. If there are no questions, we can move forward with the
vote on closing file. So, I will leave it to the body if there are any questions on
the process.
Alright. Seeing none, I want to thank Council Member Kagiwada, Council
Member Inaba, and Council Member Galimba for their continued support of the
Ad Hoc program, and of course, Jessica Valdez in Chair Inaba's office who has
been doing so much leg work on helping us improve the overall Waiwai process.
With that, we will take the vote. All those in favor of closing file on
Communication 904,please say "aye." Any opposed?
Vote on Comm. 904: The motion to close file on Comm. 904 was carried by the
(Filed) following voice vote:
Ayes: Committee Members Hustace, Kagiwada,
Kaneali`i-Kleinfelder, Onishi, Villegas, and
Chair Kimball—6.
Noes: None.
Absent: Committee Members Galimba, Inaba, and
Kierkiewicz—3.
Excused: None.
CHR. KIMBALL: With that and no further business on our agenda,the
time is now 9:03 a.m., and we are adjourned. Mahalo.
