A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GG
FOUNDATION FOR EXPENSES RELATING TO THE 7TH ANNUAL "TIS THE
SEASON" EVENT.
WHEREAS,the GG Foundation is a 501(c)(3) nonprofit whose mission is to revitalize
Hawai`i through community engagement and to provide assistance, opportunities, and events to
the community; and
WHEREAS, the GG Foundation is requesting funds to cover the cost of lighting for the
event,which will serve a public purpose by benefiting, improving, or promoting the interests of
culture and the arts; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(G) of the Hawai`i County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 3 are hereby transferred to the
Department of Parks and Recreation to provide a grant to the GG Foundation for the expenses
and purposes identified in"Exhibit A,"a copy of which is attached hereto and incorporated
herein by reference, in the following amount as set forth below:

The 7th Annual"Tis the Season—A Walk Through Christmas Town"is a free holiday community event held on
December 19, 2026, at the Edith Kanaka'ole Multi-Purpose Stadium.This festive,family-friendly celebration
transforms the stadium grounds into a vibrant Christmas town featuring light-up displays, live entertainment, food
vendors, keiki games, and treats for every family. The event brings together local businesses, organizations, and
volunteers to create an evening of joy, cultural connection, and holiday spirit for the Hilo community. Families are
invited to stroll through illuminated displays, enjoy live performances, support local food vendors, and participate in
activities for children of all ages."Tis the Season"aims to foster community engagement, celebrate the arts, and
provide safe, high-quality holiday entertainment accessible to everyone.

the proposed program or service provides direct public benefits and fulfills a public purpose within the County.

The event aims to increase community participation by expanding public awareness and ensuring that residents
across Hilo and its neighboring areas are aware of this free,family-centered holiday celebration. Expected

outcomes include higher attendance compared to previous years, stronger engagement with cultural and arts
activities such as the light-up displays, live entertainment, keiki games, and local food vendors, as well as a
broader reach to diverse segments of the community. By improving access to information, the event seeks to
involve families who may not typically participate in community holiday programming. Overall, the intended
outcome is to provide a highly accessible, culturally enriching experience that strengthens community connections,
supports local talent and vendors, and offers a safe and welcoming gathering for the public.
