(Applicant: Waikoloa Green LLC) Aloha Members of the Council, My name is Marianne Ben-Jamin. I am a resident of Waikoloa Village and I am wri?ng in opposi?on of Bills 186 and 187. I am asking for a realis?c approach to this situa?on. Please withhold approval un?l the County has the funds and the approval for a second dedicated road for Waikoloa Village. The Developers can wait for that road just like we have for many many years! Perhaps the Developers will then see a need to help with the road… The Lahaina Fire and the Mana Fire here in 2021 should be a wake up call. The evacua?on in the Village with the Mana Fire was crazy and unbelievable. It took hours to evacuate with the approximately 7,500 residents at that ?me. With the projected growth of Waikoloa village to triple in size to around 20,000, the current set up is not going to cut it. Waikoloa Village was built in 1971 and the Village is s?ll opera?ng in that era. We fear for our lives, the 732 students at Waikoloa Elementary and Middle School, and the elderly with mobility needs. Unfortunately, the latest impact study was inadequate as it did not take into considera?on the projected growth of the Waikoloa Village. How can an important Decision be made with such a report? In a 2008 Plan from the County, they called Waikoloa Village “a very high priority” sta?ng a second road is what is needed to make a successful evacua?on and prevent injury or even death. The Long Range Plan needs to take into account the growth of Waikoloa village before anymore developments are approved. We need a real commitment not a hand shake. I have heard that there is paperwork on the second road, but the seems to have disappeared. The dedicated second road is a necessity not a want, just to be clear. Please take the safety of all who live, work, or go to school in Waikoloa Village into considera?on and NOT approve Bills 186 and 187. Once the infrastructure needs have been fixed, then any new developments can be addressed at that ?me going through the proper channels. Mahalo for your ?me, Marianne Ben-Jamin 68-5713 Eleele Place Waikoloa Village, HI 96738 1
