We are NOT against housing in our area. We all know the need for affordable homes. However, we are opposed to allowing these homes into our area without the proper infrastructure being put in place PRIOR to any homes being constructed. The Planning Department's OWN recommendations state urban growth should occur where adequate infrastructure "either exists or can reasonably be provided." That test is not met here! We have ONE road in and out of the Village that is serviceable 24/7/365. As YOU know an evaluation has been done. Currently the residents and workers/students/teachers etc, have this one road, Waikoloa Road, to get out of the area should a fire evacuation be called. We all know that the 4 hour time estimated for our complete evacuation of this area would not be sufficient for all 7000 plus residents/visitors time to escape, especially in the event of a panic situation like a fire. Yes, we have an emergency exit road with another IN THE PROCESS OF BEING CONSTRUCTED in another location. This will not be sufficient to get everyone out prior to being consumed or overtaken by fire. You know what the study showed and it's not good, we also have NO current "plan" to evacuate. We are asking Council to withhold approval until there are REAL, funded commitments, with a TIMELINE, for the infrastructure that keeps residents safe during a wildfire. That beings with a second permanent road the county itself named a priority. Also, the water system, used to fight a fire during an emergency, needs to be confirmed adequate to meet these needs to fight a fire! And above all, all children, either living in the Village, visiting or going to school here, need to be able to be evacuated SAFELY, BEFORE the Village grows further. Please, consider this a plea to use your hearts and do the right thing for all the residents and users of the Village to keep us safe.
