Dear Chair and Members of the Hawai ʻ i County Council,
My name is Minnie Cain, and I am submitting testimony in strong support of Bill No. 192.
I support Bill No. 192 because it creates an opportunity to invest directly back into our community. I
believe this is an important investment in the people of Hawai ʻ i County. Housing instability or
homelessness does not affect just one type of person or one type of family. It can affect working families,
young people, kūpuna, individuals experiencing a crisis, and people who are simply one unexpected
expense away from losing their housing.
With the continued rise in the cost of living and the natural disasters that have recently impacted our
community, the need for strong support systems has never been greater. Nonprofit organizations play a
necessary role in helping our children, kūpuna, families, and individuals through difficult times by
offering them the support and guidance they need.
Here on the Big Island, we are already lacking many of the resources and services that are available on
other islands. Taking away or reducing support for the nonprofits that our community relies on could
have a devastating impact, especially for those who are already struggling. These organizations are often
there when people have nowhere else to turn.
I ask you to consider: If funding for these vital nonprofits gets removed, who will people turn to in their
time of need?
I respectfully ask the Hawai ʻ i County Council to support Bill No. 192 and continue investing in safe,
stable, and affordable housing for the people of Hawai ʻ i Island. Our community needs these resources,
and we cannot afford to lose them.
Thank you for your time and for your continued commitment to the people of Hawai ʻ i Island.
