HomeMy WebLinkAboutGail, Emily Emily T Gail 68-3941 Moana Place 3002 Waikoloa, Hawaii 96738 emilytgail@gmail.com 808 896-6780 September 13, 2026 As a resident of Waikoloa Village, I am writing to submit my formal testimony opposing bills 186 & 187 regarding the State Land Use District Boundary Amendment and Change of Zone applications for the Waikoloa Greens development project. While this parcel appears to involve legacy permits and concepts dating back decades, our current infrastructure cannot safely accommodate the massive scale of the proposed 400-unit multi-family development and hundreds of additional lots. . The most urgent and non-negotiable issue facing Waikoloa Village is evacuation safety. Our community relies on a single main road for egress. Our island’s history has already shown how quickly an evacuation can turn into gridlock, leaving families trapped in their cars. Funneling hundreds of new households onto our current roads without proper infrastructure is unacceptable. Like many, I am not against housing; Waikoloa Village needs more homes, and especially affordable ones. The problem is that our infrastructure is not ready for this growth. Waikoloa Village, I feel, is already suffering from the destabilizing ripple effects of surrounding commercial and residential overdevelopment, which ultimately strains our limited water infrastructure and road capacity. I strongly urge the Council to deny these zone changes until real, regional safety infrastructure is guaranteed.
