Aloha Chair and Members of the Council.
My name is Valerie Poindexter, and I am submitting testimony in strong support of Bill 192 and the extension of the
Homelessness and Housing Fund.
Having had the privilege of serving on this Council, I understand the responsibility that comes with making decisions
involving public funds. I also understand that meaningful programs take time to develop, evaluate, and strengthen.
What has been built through the Homelessness and Housing Fund did not happen overnight. It has brought
organizations together and created partnerships focused not only on helping people who are already homeless, but also
on preventing individuals and families from becoming homeless in the first place.
My concern is that we do not lose the progress that has been made while the County is still evaluating the Fund and
preparing for a transition in Council membership.
A two-year extension provides continuity while giving the incoming Council the opportunity to review the audit, examine
the measurable outcomes, and determine the Fund's future based on the evidence before them.
This is not about taking that decision away from the next Council. It is about giving them the time and information
necessary to make that decision responsibly, without disrupting services in the meantime.
I respectfully ask for your support of Bill 192.
