Aloha,
It would be reasonable for a host to be able to provide for a backup in case a host is off-island for a
medical visit; hiking where there is no reception; out fishing with limited or no reception; competing in a
triathlon; spearfishing.... the list goes on.
Otherwise the Bill seems incredibly unreasonable.
The online application provides for no such alternative.
