RE: RURUAU/RINOOLE STREET INTERSECTION/ONE-WAY TRAFFIC IN
MARAI DIRECTION
Dear Mr. Uyeda:
Pursuant to our several phone conversations, the latest being at
about 3:05 p.m., December 9, 1996, you were informed of the very
dangerous situation created at the above intersection.
For instance, at about 2:49 p.m., December 9, 1996, there was
another near miss accident involving a gray Explorer vehicle,
which was proceeding in a makai direction from the mauka
Borthwick side of the intersection. A screeching near collision
happened as a car proceeding in the downtown direction failed to
stop, as many cars do.
This situation has been happening more and more because vehicles
proceeding in both the downtown and Puna directions are not
stopping at all. We, along with many others in the community and
many of our clients have witnessed so many near vehicular
accidents, vehicular/bicycle accidents and vehicular/pedestrian
accidents.
We also have noted that large trucks, heavy equipment, large
stretchouts and buses have had extreme difficulty making the
turns. In fact, our rock wall was has been damaged. We had to
repair it at our expense.
It should be additionally noted that the signs have also been
knoc}:ed down on several occasions. The yellow posts have also
been damaged.
Also, please be informed that, on a temporary basis only, our
office volunteered to temporarily relinquish two(2) parking
stalls in front of our office. We did not agree to a permanent
removal of 2-3 off street parking in front of our office. / ~ Q'.,

Lastly, now that the handicap ramps have been completed and more
handicap individuals have been utilizing the sidewalk, we have a
grave concern for their safety because of their inability to
hurriedly get away from vehicles, which do not stop at the
intersection.
As a taxpayer of the County of Hawaii, to avoid any further
liability expense from accidents which could have been prevented
by merely reverting back to having the traffic pattern move in a
mauka direction on Kukuau between Kilauea and Kinoole Streets.
As a further sidelight in the event the traffic pattern is
reverted back to what it was before the temporary changes were
made, I would suggest that a flashing red light be placed at
least loo to 150 feet on Kukuau Street such that the drivers will
be adequately warned.
