Re: Operating Budget
Enclosed is a bill for an ordinance appropriating $30,250 for office and
computer equipment for the motor vehicle registration operations for the
Treasury Division of the Department of Finance. The State of Hawai'i has
agreed to reimburse 50% of the cost of the equipment in anticipation of the
move to 1 Pauahi Place.

SUBJECT: Ordinance Establishing Equipment Accounts
Attached is letter dated July 17, 2000 from the State of Hawaii Department
of Transportation approving our request to fund 50% of various equipment
totalling $60,500.
Request that an ordinance be submitted to Council establishing a State
Grants In Aid revenue account for this 50% funding of $30,250 with funds
appropriated as follows:
Treasury: Computer Equipment $23,750
Office Equipment 6,500
Upon Council approval we will submit a request to transfer funds of $30,250
for funding of the County's portion and eventually equipment request (13202)
for the procurement of these items.

Dear Ms. Kaetsu:
I am happy to inform you that your request for State funding for
equipment for the vehicle registration operations of the Treasury
Division is approved.
We will reimburse you for 50% of the actual cost up to $30,250.00
for the requested replacement computers and office equipment.
Reimbursement will be made upon submission of your invoices to
our office and the amounts deducted from the State Vehicle Weight
Tax and Registration Fee collection amounts.

Our Treasury Division will be relocating to a new location next
year. We anticipate it occurring in June 2001. With this
movement to an expanded work area, we have the following
equipment needs for our vehicle registration operations:
Computer Equipment
1. Twelve (12) computers and Accessories $30,000
2. Five (5) bar code scanners and accessories 7,500
3. File Server 10,000
Office Equipment:
4. Ten (10) 8-double drawer 4x6 Cabinets 10,000
5. Copy Machine - average volume 3,000
Grand Total $60,500
The computers replaces equipment that was delivered in
June 1993. These computers were discovered not to be Y2K
compliant upon review of our computer equipment. The State
funded 50% of the bar coding computer system in FY 1992-93.
Enclosed is copy of your June 23, 1993 approval letter. The
expenditures of $30,639.62 was reflected in our June 1993
expenditure statement.

The file cabinets are needed to accommodate our ever increasing
vehicle master files and emblem number files. Limited space at
present site had led us to destroy files earlier than desired.
New site provides us space to retain files longer. In 1992, the
State funded the purchase of four similar file cabinets as
reflected in its approval letter of August 12, 1992.
The Treasury Division presently does not have a copier due to
space limitation. Copies are made at the adjacent Purchasing
Division's copy machine. Relocation provides space to
accommodate copier.
We request that the State of Hawaii Department of
Transportation share in 50e of the cost to obtain the above
equipment.

Dear Mr. Takaba:
On June 17, 1993, the county motor vehicle registration
officers met in Honolulu with Mr. Dennis Kamimura, Licensing
Administrator, City & County of Honolulu, and
Mr. Douglas Yasuda, of the State Highways Division to discuss
the motor vehicle registration bar coding contract and to
finalize the state participating cost. Each county motor
vehicle officer was represented at this meeting.
The State Department of Transportation had agreed to fund
50% of the bar coding system cost for FY 1992-93. Enclosed
for your information is a copy of the participating items
and the total estimated state participating amount for each
county.
We will reimburse you for actual cost incurred up to
$34,705. Reimbursement will be made upon submission of
invoices by your office and the amounts deducted from the state
vehicle weight tax and registration fee collection.

incurred up to $3,152.00 to purchase the file cabinets.

vehicle weight tax/registration fee collection.
Please be advised that the office furniture purchased under
the State weight tax and registration fee collection program
are to be exclusively used for the operation of this
program.
