Re: Operating Budget
Enclosed is a bill for an ordinance appropriating $57,336 additional funding for
the Violence Against Women grant. These funds will be used for salaries and
wages and for miscellaneous contractual services.
Also enclosed is a resolution authorizing the County of Hawai'i to enter into an
agreement with the Department of the Attorney General.

In an effort to further address the problem of domestic violence in the County of
Hawaii, the Office of the Prosecuting Attorney applied for and received a STOP Violence
Against Women Formula Grant in 1998. The Office has been approved for a second year
of funding to continue the Domestic Violence Prosecution project.
This project funds a deputy prosecuting attorney to provide vertical prosecution of
domestic violence cases in Circuit Court. As demonstrated by a previous domestic
violence project for misdemeanor cases, vertical prosecution along with early victim
intervention and interagency coordination produces more successful case outcomes.
Specialization also provides greater victim sensitivity and generally expedites the case
through the adjudication process.
The Prosecutor's Office recognizes the importance of educating all sectors of law
enforcement to improve response and service to victims of domestic violence. Often,
funding constraints limit the number of individuals able to attend mainland trainings.
This grant will allow the Prosecutor's Office to sponsor an island -wide seminar on
Violence Against Women issues in October 2000, bringing the "mainland" training to the
Big Island. Prosecutors, police, victim counselors, and service providers from throughout
the island will participate in the 2 -day workshop.
Authorized by the Violence Women Act of 1994, these federal funds are
administered by the U.S. Department of Justice. The Department of the Attorney General
monitors distribution and compliance for the State of Hawaii.

of Department of Justice Domestic Violence Prosecution Grant which is
titled VAWA.
