Re: Capital Budget
Enclosed is a bill for an ordinance appropriating $100,000 for the County
Swimming Pools-Circulation System Improvements. Effective October 1, 2000,
chlorine gas will be reclassified as a restricted use pesticide. Funds are needed
to determine and install the most feasible method of disinfecting pool water.

REQUEST: Amend Ordinance No. 00-64, Relating to Public Improvements
and Financing Thereof for Fiscal Year 2000-2001, by adding the following
proj ect:
County Swimming Pool Circulation System Improvements $100,000
BACKGROUND AND JUSTIFICATION: We were notified in April 2000 that,
effective October 1, 2000, chlorine gas will be reclassified as a restricted use
pesticide. Seven of the nine County swimming pools (NAS, Kawamoto,
Laupahoehoe, Honokaa, North Kohala, Konawaena, and Pahala) currently
utilize chlorine gas, while the remaining two pools (Pahoa and Kona) utilize
chlorine tablets.
Based on this reclassification, we will be required to either have our
staff certified to handle chlorine gas or convert our seven pools to chlorine
tablets or some other acceptable form of disinfectant. Conversion from the
chlorine gas system will eliminate a potential hazard that can result from
accidental spills or leakage.
Our cursory research to date favors conversion to a tablet form of
disinfectant, which will require retrofitting the circulation systems of the
pools currently utilizing chlorine gas. Certifying P&R staff to handle
chlorine gas is not a desired option.
The requested funds will be used to make a final determination on the
most feasible method of disinfecting pool water, and to design and modify
the existing circulation systems. Until the existing systems are modified, we
will contract certified chlorine gas handlers to service the pools.
