IT August 1, 2000 To: James Arakaki, Chairman and Members of the Hawaii County Council From: Al Smith, Vice President Hawaii State Association of Counties (HSAC) Subject: 2001 HSAC Legislative Program Attached for your review and consideration, is the proposed 2001 HSAC Legislative Policy Statement. This Policy Statement is identical to the 2000 HSAC Legislative Program Policy Statement that was adopted by the counties last year. The policy statement provides general guidance and authorizes the HSAC Executive Committee to testify on behalf of HSAC on matters in the HSAC Legislative Package. It is recommended that the Hawaii County Council approve the proposed 2001 HSAC Legislative Program Policy Statement (attached for information, Action Requested). Also submitted for your review is the proposed 2001 HSAC Legislative Program Schedule. This schedule is presented as a guide to members. It can be amended or refined, but need not be formally adopted (attached for information). Finally, members from each of the counties are requested to submit legislative proposals for inclusion in the 2001 HSAC Legislative Package through their respective County Councils. It is recommended that your proposals be forwarded to me at your earliest convenience. I would like to begin processing your proposals through the Hawaii County Council during September. The Executive Committee shall determine the strategy for HSAC's efforts before the legislature. 2. Transmit the 2001 HSAC Legislative Program Policy Statement to the councils for review and approval, Notify the councils of the 2001 HSAC Legislative Program Schedule. September 2000 Councils gather proposals for 2001 Package. Councils transmit proposals to the Executive Committee. Councils review the 2001 Legislative Program Policy Statement, October 2000 Executive Committee receives proposals for 2001 Package from councils. Executive Committee transmits proposals to all councils for review and approval. Executive Committees receives comments on 2001 Policy Statement, If necessary, Executive Committee revises Policy Statement and transmits to councils, November 2000 Councils approve proposals for 2001 Legislative Package, Councils approve 2001 Policy Statement. December 2000 Executive Committee recommends 2001 Legislative Package and Policy Statement to General Membership. General Membership reviews and approves 2001 Legislative Package and Policy Statement. January 2001 President causes proposals in 2001 Legislative Package to be introduced. Staff prepares testimonies on Package proposals. Jan. - April 2001 Monitor Package proposals and other measures, testify as necessary, and provide Package status updates.
