Subject:Bill 147, Draft 2 – Additional Testimony
Aloha Chair and Members of the Hawai ʻ i County Council,
I previously submitted testimony regarding Bill 147 and would like to add one practical concern.
I own a home in South Kona on agricultural land, built in 2016. A permanent caretaker lives in the house
year-round as his principal residence, and I intend to rent individual guest rooms as a hosted
accommodation.
Although I appreciate the amendments recognizing hosted rentals, I remain uncertain about the Special
Permit requirements, the application process, the likelihood of approval, and the time and expense
involved.
It is difficult for property owners to make responsible decisions or comply with registration requirements
when these fundamental land-use questions remain unresolved.
I respectfully ask the Council to establish a clear, practical and reasonably affordable permitting process
for genuine hosted rentals on agricultural land, and to consider extending the registration deadline until
the applicable requirements are clarified.
Mahalo for your consideration.
