Subject:OPPOSING Bills 186 and 187
Aloha mai kākou, I am writing in opposition of Bills 186 and 187. I oppose zoning and land use changes
for this 716 acres of land in Waikōloa Village, and I wholeheartedly oppose the Waikōloa Green LLC
development project.
I was raised in and continue to reside in Waikōloa, and over the past three decades I have watched as
rampant and poorly-planned development has occurred throughout this region of Kohala Hema. We still
do not have more than a single way in and out of the village, which is a major risk in terms of evacuating
the inevitable wildfires that are an increasing threat in this dry area.
I find it bewildering that there was no EIS or, from what I can tell, no AIS for this project. I have a
background in both archaeology and environmental science and am well-versed in the cultural and
ecological legacies of this landscape. Waikōloa is too often treated as a "wasteland," good only for
development. I vehemently disagree with this pervasive and problematic view. We have many unique
native species, historic trail systems, cave, and old structures that deserve respect and care.
Water is an especially huge issue. Our watershed cannot support rampant and poorly-planned
development projects such as this. Who is this being built for? Certainly not our local community. This
will not be genuinely affordable living for locals. We are currently being asked to use 25% less water in
the Village. To increase the population in Waikōloa Village will greatly stress our aquifers.
The cherry on top is the location of this development project, which is very close to ʻ Auwaiakeakua
Gulch. Anyone with longstanding knowledge of this region will tell you that despite the ongoing droughts,
once a year or so, the gulches flood with rainwater from upland. The newer shopping center was foolishly
built in the way of ʻ Auwaiakeakua and sure enough, two years after it was built, they experienced a flood.
Everything about this project spells disaster. From a local who knows a lot about this land, I am begging
you to please, do the right thing and put a stop to the Waikōloa Green LLC project.
Mahalo,
Avalon Paradea
Waikōloa, Kohala Hema
