TO: Chair Holeka Inaba and Members of the Hawaii County Council
HEARING: October 21, 2026, 9:00 a.m.
AGENDA ITEM: Bill 192
POSITION: STRONG SUPPORT
FROM: -Chair, Justice
Lived Experience Advisory Group (JLEAG)
Aloha Chair Inaba and Members of the Hawai`i County Council,
and Co-Chair of the Justice Lived Experience Advisory Group (JLEAG). I strongly support Bill
192 to continue the Homelessness and Housing Fund through June 30, 2029.
Through my work, I have seen how imperative stable housing is for individuals transitioning
back into our communities. Housing provides more than a place to liveit creates the stability
and foundation individuals need to focus on employment, treatment, recovery, family
reunification, and other goals that contribute to a successful transition. When individuals have
access to housing and coordinated support, they have a stronger opportunity to achieve long-term
stability and reduce the likelihood of returning to incarceration.
The impact of HHF demonstrates the importance of this investment. During the Year 3 reporting
period, 448 people secured permanent housing, while HHF-supported projects created 381
housing and stabilization opportunities, including emergency shelter, recovery and reentry
housing, permanent housing, and social detoxification.
As a Senior Finance Officer, I understand the importance of accountability for public funds. I
support clear outcome reporting, responsible fiscal oversight, and continued improvement to
ensure these resources are making a meaningful impact in our community.
If HHF capacity is reduced, the need will not disappear. Continued investment in housing and
supportive services is critical to helping individuals successfully transition into the community,
build stability, and reduce recidivism.
I respectfully ask you to support Bill 192 and continue the Homelessness and Housing Fund
through June 30, 2029 so that our community can maintain the housing and supportive services
that help individuals move toward stability and long-term success.
Mahalo for the opportunity to testify.
