HomeMy WebLinkAboutRooney, Pat and Wendie October 20, 2026 Dear Mayor Alameda and Council Members: RE: Bills 186 and 187 As Waikoloa Village residents, my husband and I are very concerned about the proposed Bills 186 and 187. We are not opposing the opportunity to bring more residential and light industrial development to Waikoloa Village; however, we believe that development needs to occur concurrent with all necessary infrastructure. Providing the ability to ultimately develop 1,479 additional residential units and light industrial in our community with only a single road to and from Waikoloa Village does not constitute adequate infrastructure. No additional development should occur until a secondary road is constructed. As demonstrated during the 2021 emergency evacuation, the current single access point is inadequate and puts residents at serious risk. New housing development that could occur with the rezoning proposed in Bills 186 and 187 will further exacerbate traffic congestion and put residents at greater risk during an emergency evacuation. Moreover, as we understand, development of the property would result in drawing up to 91% of the sustainable yield per day from the Waimea water aquifer. This is completely unacceptable given our current and potentially permanent drought conditions. As the Council knows, with the well currently under repair, Waikoloa is currently under a 4-month 25% mandatory water reduction. Our water resources are crucial to the sustaining our community. The existing zoning allows for development of the property/s. The property owners purchased the property/s with the existing zoning and can develop it with the uses allowed and thus not depriving them of the right to develop. We appreciate your consideration of our concerns state above. Thank you, Pat and Wendie Rooney
