Because of the increasing population in the lower Puna District, the growing need of the development of a multi-purpose athletic field was found to be evident. Although the Department of Public Works was initially going to construct the athletic field, other commitments forced its withdrawal from the project. No. Do"e- 2000 DEPARTMENT OF FINANCE REQUEST FOR COUNCIL ACTION DEPARTMENT: Parks and Recreation DATE: July 24, 2000 STAFF CONTACT: Glenn Miyao PHONE: 961-8313 REQUEST: Amend Ordinance No. 00-64, Relating to Public Improvements and Financing Thereof for Fiscal Year 2000-2001, by adding the following project: Hawaiian Beaches Athletic Field $250,000 BACKGROUND AND JUSTIFICATION: Development of a multi-purpose athletic field is essential to meet the needs of the increasing population in the lower Puna district. The athletic field was initially proposed to be constructed with the assistance of the Department of Public Works (DPW). Construction plans were prepared and grubbing of the site undertaken by DPW. Soil (2000 cubic yards) was purchased at a cost of $22,300.00 in anticipation of the site being graded and grassed. Before the site could be graded, other commitments by the Department of Public Works forced its withdrawal from the project and the CIP appropriation subsequently lapsed. Construction of the athletic field must now proceed via the procurement of construction bids.
