*43. In 2,000 characters or less, describe the project.
The Community Dog Wellness Program focuses on addressing the root cause of dog overpopulation through
affordable spay and neuter assistance, community education, and grassroots outreach. While Action 4 Animals
Hawaii is widely recognized for rescuing, fostering, transporting, and adopting homeless animals, we believe the
most effective way to reduce shelter intake is to prevent unwanted litters before they occur. The Community Dog
Wellness Program focuses primarily on affordable spay and neuter assistance while also providing emergency
veterinary assistance and temporary dog food relief to help families overcome barriers to responsible pet
ownership.
*44. 501(c)(3) Mission Statement
Action 4 Animals Hawaii promotes the well-being of cats and dogs on the Big Island through rescue, adoption,
trap-neuter-return-manage, education, and community partnerships. We work to reduce pet overpopulation,
improve animal welfare, and create lifelong connections between people and pets.
*45. In 1,000 characters or less, explain how the 501(c)(3) is connected to the project.
Action 4 Animals Hawaii is a registered 501(c)(3) nonprofit organization whose mission is to improve the lives of
animals through rescue, adoption, education, and community support. The Community Dog Wellness Program is a
core initiative that directly advances our mission by providing affordable spay and neuter assistance, community
education, and grassroots outreach to reduce unwanted litters and keep pets in their homes. Funding received
through this project will be administered by Action 4 Animals Hawaii and used exclusively to provide direct
assistance to Hawaii County residents. The program supports responsible pet ownership, reduces shelter intake,
and improves the health and welfare of both animals and the communities we serve.

47.According to§2-136, "public purpose" is defined as a benefit to, improvement of,or promotion of the
interests in the following areas. Please select all the public benefits to be derived from your County fund
request:
Educational concerns
Needs of the poor, youth, the aged, those with physical or emotional disabilities
Public health and welfare of the people and the environment
Victims of health or social crises
48. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these
funds.
The requested funding will enable Action 4 Animals Hawaii to expand its Community Dog Prevention Program by
providing financial assistance for spay and neuter surgeries to owned dogs whose families are experiencing
financial hardship. The primary measurable outcome is an increase in the number of dogs spayed and neutered,
directly reducing the number of unwanted litters born within the community. In addition to providing financial
assistance, volunteers will continue grassroots outreach and education to encourage responsible pet ownership and
connect residents with affordable veterinary resources. We anticipate that these efforts will increase community
awareness of the importance of spay and neuter services and improve access to preventative veterinary care. By
preventing unwanted litters before they occur, this program will contribute to a long-term reduction in the number
of dogs entering Hawai'i County's shelter system, helping to reduce overcrowding and euthanasia while keeping
more pets safely in their homes. Success will be measured by: The number of dogs spayed and neutered through
program assistance. The number of community members reached through education and outreach. Reduced
barriers to preventative veterinary care for low-income pet owners.Through this investment,Action 4 Animals
Hawaii aims to create lasting, measurable improvements in animal welfare while strengthening responsible pet
ownership and supporting healthier communities throughout Hawai'i County.
