Your Committee on Finance, to which was referred Resolution No. 716-26, reports as follows:
Resolution No. 716-26, transmitted by Mayor Kimo C. Alameda via Communication No. 1125, dated
October 8, 2026, authorizes the payment of funds of later fiscal years for the funding of cost item
adjustments associated with the Hawaii Fire Firefighters Association, Bargaining Unit 11, and
certain other employees excluded from Bargaining Unit 11 for the contract period beginning
July 1, 2025, and ending June 30, 2029.
The estimated costs over the four years of the new contract resulting from across-the-board increases
would be $38,888,033, an increase of approximately $13,595,173 over the amount previously approved
by Resolution No. 550-26.
Deputy Corporation Counsel Stephen Idemoto was present.
Committee Member Ashley L. Kierkiewicz disclosed that her partner works for the Fire Department.
She noted that she has seen social media posts from department members expressing concerns and
asked Mr. Idemoto to provide the Council with additional details regarding the agreement to help
address those concerns. Mr. Idemoto acknowledged the public's concerns and stated that they had
been taken into consideration during the negotiations.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 716-26, and
recommends its adoption.
