Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 1114, reports as follows:
Communication No. 1114, transmitted by Mayor C. Kimo Alameda, dated September 30, 2026,
requests the Council's review and confirmation of the nomination of Arthur D. Cope to the Fire
Commission.
Executive Assistant to the Mayor, Micah Alameda, was present in the Kona Chambers to introduce
Mr. Cope, who was also present in person in the Kona Chambers.
Committee Members Rebecca Villegas and Michelle M. Galimba spoke in favor of the appointment.
Committee Member Ashley L. Kierkiewicz urged Mr. Cope to review the facilities assessment report
that was completed by the late Fire Chief Kazuo Todd and share it with others on the Commission.
Pursuant to Article VII, Chapter 4, Section 7-4.5 of the Hawaii County Charter, members of the
Fire Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 1114, and recommends confirmation of the appointment of
of Arthur D. Cope to the Fire Commission.
