This recap provides a more condensed summary of data found in Appendix A, Tables 5 and 8 of the Sewer Rate Study and includes the preliminary revenues and expenditures for Fiscal Year 2025-2026 which were not available in the rate study. The rate study uses the expenditures from the approved FY26/27 budget and projects increases for future years to account for inflation, to increase repairs to facilities, and includes three new positions in FY28/29 for the future Wastewater Treatment Plants in Pahala and Naalehu. The rate study also recognizes that there will always be some level of underspend due to vacancies and various other reasons,so the expenditures used for calculating the necessary rates have been reduced to account for that. The Department recognizes that past spending has not kept up with what is needed to properly operate and maintain our wastewater facilities and has been working hard to make the necessary repairs, improve maintenance, and to replace essential equipment that has reached the end of it's useful life. Spending in FY26-27 is expected to increase significantly, particularly in personnel costs as we continue to fill positions, equipment purchases, and repairs to facilities. The: Department is actively working to procure various equipment totaling over $3 million and has several repair projects that are planned to be completed in FY26/27. Among those projects are collection system repairs, headwork barscreens at both the Kulaimano and Papaikou Wastewater Treatment Plants, and the removal and replacement of an underground storage tank at the Pua Sewage Pump Station. Hawai'i County is an Equa;Opportunity Provider and Employer Comm. No. 10-2-"j- . Ref. To: P/PceN Z V } Ref. Date IIOV 0 4 .' The Honorable Dr. Holeka Goro Inaba, Council Chair October 30, 2026 Page 2 1 Under an Administrative Order on Consent with the Environmental Protection Agency, we are required to perform a condition assessment of our collection systems and to repair identified deficiencies. The proposed rates provide increased funding for repairs to facilities which will allow more of those repair projects to be done through the operating budget instead of putting additional strain on the capital improvements program budget.
