The applicant, Pacific Hawaiian Limited dba Food Fair Supermarket, is
requesting to reclassify 4.901 acres of land from the Agricultural to the
Urban Land Use District located within the Keonepoko Iki Homesteads, Pahoa,
District of Puna (Tax Map Key: 1-5-07: 20), Island of Hawaii. The applicant
proposes to construct a 32,000+ square foot supermarket to service the lower
Puna area.
The County General Plan Land Use Pattern Allocation Guide (LUPAG) Map
designates the area of the proposed project for Alternate Urban Expansion with
a basic designation of Orchard.
We have reviewed the subject application and have no comments to offer at
this time.

Subject: Food Fair Market
Application for Commercial Zoning
Dear Mr. Kanuha
We understand that Food Fair Market has acquired a parcel
of land at the corner of Kahakai Blvd. and Highway 130 and is
applying for a suitable zoning to allow them to proceed with the
construction of a supermarket.
The Pahoa Business Association would welcome the arrival
of a supermarket within our "Town Limits", as defined by the new
by-pass road.
The Association and everyone in business in Pahoa is very
much concerned about the damage that will be done to small business-
es as a result of the by-pass road. Some will undoubtebly go out
of business.
The Association feels that a supermarket within our town will
provide a much needed service and will help to maintain good traffic
flow. Also, an investment of this size will have a very stabilising
effect and encourage further investment within our town.
We urge you to give favorable consideration to the Food Fair ,s
application-or commercial zoning.

GENERAL BACKGROUND
The applicant, Pacific Hawaiian Limited dba Food Fair
Supermarket, is requesting a State Land Use boundary
amendment from Agriculture to Urban and a County zoning
amendment from Agriculture (Ag-la) to Commercial Neighborhood
(CN-20) for the subject property.
The subject property consists of 4.901 acres and is
presently vacant. It is located within the Keonepoko Iki
Homesteads, Pahoa, District of Puna, Island of Hawaii,
Tax Map Key: 1-5-07: 20. The site is on the Keaau side of
the town of Pahoa, at the intersection of Kahakai Boulevard
with the Pahoa Road.
This request is to enable the applicant to construct a
supermarket to service the lower Puna area. The town of
Pahoa, where the proposed supermarket would be located, is
the main community of the lower Puna District.

building would be one sfoxy,and should not exceed 25 feet in
height, including the roof line.
Tentative plan calls for about 270 customer and 24
employee parking stalls.
As noted earlier, the store would provide the usual
range of supermarket and convenience foods, dry goods,
clothing, and small appliances and hardware. A pharmacy
would also be included. It is anticipated that the opening
of the store would be in 1992.
The hours of operation are planned for mid morning to
1OPM daily, with earlier closures on Sundays. Given demand

factors, however, the hours could conceivably change over
time.
The site is located within a triangular block formed by
the Pahoa By-Pass Road, Old Pahoa Road, and Kahakai
Boulevard. No access is planned from either of the Pahoa
roads. Access would be via Kahakai Boulevard. Should the
County so deem it necessary, the applicant will construct a
left-turn pocket at either the intersection of the Old Pahoa
Road/Kahakai Boulevard or the entrance to the subject site
from Kahakai Boulevard.
Landscaping would be provided around the site to make
the project visually compatible with the major roads
surrounding the site.
It should be noted that there is no supermarket of this
nature in the general vicnity. The Pahoa town has a number
of smaller stores; the Hawaiian Beaches Subdivision has a
neighborhood store; and there is another neighborhood
facility located about 3 miles towards the town of Keaau.
The closest comparable type of market is located in the town
of Keaau, which is about 11 miles away.
PROJECT LOCATION
The vacant subject property is located along the planned
extension of Kahakai Boulevard in the Keonepoko Iki
Homesteads, Pahoa, District of Puna. The site is bounded by
the Pahoa By-Pass Road, the old Pahoa Road, and Kahakai
Boulevard.
The State Pahoa Agricultural Park, which consists of 60
lots from 5 to 30 acres in size, is located generally to the
east of the subject site. Surrounding zoning is A-la and is
characterized by rural/residential lots and/or uses. The
surrounding areas are also within the State Land Use
Agriculture District.
The nearest commercially-zoned area is located
approximately 1/2 mile Pahoa side of the subject parcel along
Highway 13 that leads into Pahoa town. The nearest Urban
District is situated about 1/4 mile away towards Pahoa town.
Major subdivisions located in the general vicinity
include the Hawaiian Beaches, Parks and Shores Subdivisions
in addition to the town of Pahoa.

INSTITUTIONAL CONSIDERATIONS
The State Land Use District classification is
Agricultural. A State Land Use reclassification is required,
and this application also includes such a reclassificatory
action by the County. County action is possible, as the site
is less than 15 acres.
County General Plan. The General Plan Land Use Pattern
Allocation Guide (LUPAG) Map designates the area for
Alternate Urban Expansion uses with a basic designation of
Orchard. Under the Alternate Urban Expansion designation,
the proposed zoning could be considered without a General
Plan amendment.
Zoning Code. The subject parcel is zoned Agricultural
1-acre by the Hawaii County Zoning Code. The request is to
rezone said area into the Commercial Neighborhood district
(CN-20). If the request were approved, all other aspects of
the Zoning Code would be complied with such as height,
setbacks, parking, and the like.
Special Management Area. The site is not within the
Special Management Area (SMA). As such, a SMA Use Permit is
not required.
INFRASTRUCTURAL CONSIDERATIONS
Roadways/Access. The subject parcel is bounded by the
old Pahoa Road, Pahoa By-Pass Road, and Kahakai Boulevard.
Its access would thus be via Kahakai Boulevard. No access
would be allowed from the By-Pass. At this point in time, it
is not certain whether the existing Pahoa Road at this point
would be terminated. In the event that it is NOT and the
County wants a left-turn pocket at the intersection of the
old Pahoa Road and Kahakai Boulevard, the applicant will so
construct one.
At the proposed entrance to the subject site (Kahakai
Boulevard), the right-of-way is 50 feet. The pavement width
is about 20 feet, and there are grassed shoulders on both
sides of the pavement. This road serves as the main access
to residential subdivisions located makai of the Keaau-Pahoa
Road. These subdivisions include Hawaiian Beaches, Parks and
Shores.
There will be a channelized intersection at the Pahoa
By- Pass Road leading into Kahakai Boulevard. Thus, the

proposed store is expected to be the only major traffic
generator on the portion of Kahakai Boulevar between the
Pahoa By-Pass Road and the Old Pahoa Road.
Driveway location and sight distance for proposed
project from all affected roadways will meet with the
requirements of the Statewide Design Manual.
The proposed use will generate vehicular and some
pedestrian traffic. Therefore, a traffic impact analysis
report (TIAR) was conducted by M&E Pacific, Inc. (Appendix A)
to review existing conditions, forecast future conditions,
and analyze the forecast volumes to determine the traffic
impact on the local street network.
A traffic turning movement count was taken by M&E
Pacific, Inc. on a weekday (September 27, 1989) from
3:15 pm to 4:15 pm, the expected afternoon traffic peak
period. The project is not expected to be a major traffic
generator during the morning hours.
Population growth factors were applied to the 1989
traffic volumes and the assumption of the completion of the
Pahoa By-Pass Road to obtain the ambient traffic forecast for
1992 (See Figure 4b). The project is expected to generate
280 hourly trips with an equal distribution between inbound
and outbound trips, calculated on a trip generation rate of
8.821 trips per 1,000 square feet of floor area for a
supermarket.
Levels of service (LOS) were calculated using the
methodology in the TRB Highway Capacity Manual, Special
Report 209 (1985).
All traffic movements except the left turn from Pahoa
Road to the By-Pass Highway are projected to be at level of
service A, the most desirable level of service. That turn is
expected to be at the less desirable D level of service
during the afternoon peak periods.
It was concluded that the proposed store would not have
an adverse impact; traffic at adjacent intersections will
continue at an acceptable level of service and additional
traffic improvements beyond those planned for the By-Pass
Road would not be required.
Water. Water in this area is available from the County
water system, individual catchment, or a private water
