Mr. Yagong,
I am writing this letter on behalf of Na Leo Pohai, the public policy ai ma
Outdoor Circle and its Board, regarding Communication 920: Sign V Request. It
is not possible for me to attend the meeting on Tuesday, October 3, at " Hilo, so I
ask that this letter be considered in place of my in-person testimony z dated to
your members.
We have had the opportunity to review several national sign codes, 1! i and
Honolulu sign codes, and sign codes from such lovely and places as u-bara and
Carmel, California, which have highly viable and financially successfv ,ses. In all
cases, blimps are considered signs. Blimps are not considered banner are used to
promote special events for a limited time only. In most cases, in comr that care
about appearance, blimps and other aerial signs are not allowed. The lu Revised
Ordinance, Article 6, (Aerial Advertising), Sec. 40-6-1, does not permi ulvercising.

dedicated to preserving the natural beauty of our islands, which is on
reasons
that many of us live here, and why many tourists visit. We strongly t_ teat you
should not permit this variance; aerial advertising should not be allo,. grant this
variance would set an unfortunate precedent.
Hawaii Island is one community; what you permit in Hilo will of cov: precedent
for what might happen elsewhere. Please help maintain the dignity z ity of our
island and require that all businesses adhere to the spirit as well as th, if the
regulations. Please deny this variance request.
