Temporary Transfer of Funds
Dear Chairperson Chung and Members of the Committee on Finance:
Attached for your information as you consider the above resolution are two charts showing
the cash balance of the general fund over the past several years.
The first chart shows the cash balance from September 30, 1997 through September 30, 2000,
and illustrates how the balance has fluctuated over time.
The second chart shows the cyclical nature of these fluctuations over the course of a year by
comparing the month-end balances for 1997, 1998, 1999, and 2000 through September.
These charts illustrate that, if approved, the temporary loan of $2 million from the general
fund to the capital projects fund should not hinder the operations of the general fund.
