The State Civil Defense Mitigation Officer authorized the County of Hawai'i to proceed with the Project. FEMA will provide this $100,000 and $36,200 will be provided from the Police and Fire microwave system maintenance and repair accounts. Fax (808) 935-6460 HAZARD MITIGATION PROJEC'T' NOMINATION PROJECT TITLE: Upgrade Hawaii County Microwave Radio Repeater Sites PROJECT DESCRIPTION: Eight (8` Microwave Radio Repeater Sites (Public Safety ,Building, Central Fire Station, Kulani Cone, Naalehu, South Point, Ohia Mill, Captain Cook and Huehue) need to have their multiplex equipment upgraded. These sites are major links in the Hawaii County emerYency radio communication system. Agencies serviced include police, fire, civil defense, public works and parks. WORK ELEMENTS (SCOPE OF WORK): • Removal of obsolete Collins roux • Installation of new channel cards • Replace batteries (auxiliary power) • Update microw;we(radio equipment shelters to meet RS56 Quality Standards - insiali air conditioners where needed. ESTIMATED PROJECT COST: Cost to ntect minimum upgrade requirements for the eight repeaters is estimated to be appruximat: ly S 140,000.00. Amounts of funds available will determine how many of the repeaters will be upgraded. Priorities will be established on conditions of the repeaters. Kanda [A)") LTJ State Hazard Mitigation Officer SUBJECT: Notice to Proceed 'f•lte Count,' of Hawaii is authorized to proceed with the Hazard Mitigation Grant Program (11\1013) project on the hardening and upgrade of County microwave/radio equipment shelters at the Public Safety Building, Hilo Central Fire Station, Kulani Cone, Naalehu Police Station, South Point, Ohia Mill, Captain Cook Police Station, and Huchue. The Federal share for the project is $100,000 and the County is required to provide a match of at least 25% towards the total project cost. The HMGP is a mitigation pro rain sponsored by the Federal Emergency Management Agent} %vith the funds being made available from the 1996 Oahu Flood Disaster, DR-1147-HI. The County should maintain a complete project file which includes the project application. invoices, payment . ouchers, applicable correspondence, quarterly reports, contracts, audits, and other pertinent documents. After project close-out, the file should be maintained for a minimum of three years for audit purposes. Federal La~1 P.L. 98 02 (Single n udit Act), requires that an audit shall be conducted annual],; unless the County requires less frequent audits. REQUEST: To appropriate $100,000 for the Upgrade of Hawai'i County Microwave Radio Repeater Sites under the Hazard Mitigation Grant Program (HMGP) sponsored by the Federal Emergency Management Agency (FEMA). B BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On February 14, 2000, the County of Hawaii Civil Defense Agency submitted a proposal to upgrade multiplex equipment for eight microwave repeater sites (Public Safety Building, Central Fire Station, Kulani Cone, Naalehu, South Point, Ohia Mill, Captain Cook and Huehue). These sites are major links in the Hawai'i County emergency communications system serving Police and Fire. The scope of the proposed project is removal of obsolete Collins max (radio modems) and installation of new channel cards, purchase of spare channel cards and construction of shelves at the eight repeater sites. The Collins mux are no longer manufactured, are no longer being repaired by vendors and the County does not have any spares. A defective radio modem can severely impact Police and Fire communications at locations around the Island. On August 8, 2000, the State Civil Defense Mitigation Officer authorized the County of Hawai'i to proceed with the project. The total project cost, according to the contractor's quotation, is $136,200.
