Re: Capital Budget
Enclosed is a bill for an ordinance amending the capital budget by
appropriating $55,000 to convert an equipment storage room at the Waiakea-
Uka Gym annex building. A community police substation is being proposed to
establish a community policing program base of operations at that site.

REQUEST: Amend Ordinance No. 00-64, Relating to Public Improvements
and Financing Thereof for Fiscal Year 2000-2001, by adding the following
project:
Waiakea-uka Community Police Substation $55,000
BACKGROUND AND JUSTIFICATION: As a means of deterring crime in
the upper Waiakea-uka community, a community policing substation is
being proposed at the Waiakea-uka Gym annex building.
Establishing a Community Policing Program base of operations will allow
police officers to become more accessible, responsive, and efficient in
responding to the needs of the community.
Converting an equipment storage room into a substation will involve interior
renovations and lighting, security, and accessibility improvements.
Funds will be provided from General Obligation Bonds, Capital Project
Fund-Fund Balance and/or other sources.
