Re: Grading Concerns

Dear Jimmv,
I'm writing this letter on behalf of my clients, Mr. and Mrs. Steve Levine, who recently purchased the
property located at 80R Ho'olaule'a Street in Hilo. The enclosed TMK map shows the neighborhood, and
the areas of the Levincs' concerns.
'fhc large parcel immcdiatel}' mauka of the Levines' new home has been purchased b}' Mr. and Mrs.
Michael Ginoza and James Sakai. Mike and Carol arc planning to build their home immcdiatel}' and there
is extensive grading currently being done on the parcel. Because the area adjacent to the Levines' home is a
"low spot", the} are concerned that the bulldozing has disrupted natural water flow and percolation. This
could result in filture problems for the Levines and their neighbors, especially since there arc no firm plans
for replanting these steeply-sloped areas.
Also, the rock-lined, fenced drainage ditch in the County easement behind the Levines' property is choked
with brush, weeds, and large pieces of debris, and the County's chain link fence behind the neighbors'
house (#3/2-4-3K-133) is down and must be repaired.
Historically, the homes along Ho'olaule'a Street have experienced water problems, most recently in 1995,
The Levincs want to be assured that proper research and engineering studies were completed prior to
issuance of permits for the new grading and construction work. If there are water run-off or percolation
problems in the futures the Levincs will be looking to Mr. and Mrs. Ginoza, the County, and Mr. Sakai as
the responsible panics.
