Subject: HSAC Executive Committee Meeting - August 11, 2000
The following highlights of the HSAC Executive Committee meeting of August 11, 2000 are
hereby submitted.
The Secretary's Minutes of the Executive Committee Meeting of June 7, 2000 were approved
(Attached for information).
The Treasurer's Reports for the months of May and June 2000 were approved (Attached for
information).
Under NACo Reports, it was reported that Karen Miller of Missouri was elected as NACo Second
Vice President.
There were no matters of Unfinished Business discussed.
Under New Business, the HSAC Executive Committee began its discussions on the 2001 HSAC
Legislative Program. A joint meeting of the Administrations and Councils is being planned for
September 29, 2000 from 9:00 to 11:00 a.m. in Honolulu for the purpose of considering legislative
proposals for inclusion in the HSAC Legislative Package.
Also under New Business, it was announced that the HSAC Mid Year Conference will be hosted
by the City and County of Honolulu and will be at the Ala Moana Hotel, December 12-13, 2000.
The theme of this conference will be Economic Development.
The next meeting of the HSAC Executive Committee was tentatively scheduled for September 29,
2000 on the island of Oahu. This meeting is planned for 9:00 a.m. in the Mayor's Conference
Room.

1. CALL TO ORDER
The HSAC Executive Committee was called to order by President Rene
Mansho at 3:00 p.m. The following members comprised a quorum:

It. EXECUTIVE COMMITTEE MEETING MINUTES
The minutes of the April 25, 2000, Executive Committee meeting were
approved as amended. The minutes were revised to correct the starting
time of the meeting.

The Treasurers' Report for the month of April 2000 was approved.

IV. REPORTS OF COMMITTEES
A. Executive Committee Reports
There were no Executive Committee reports.
B. County Reports
The following report was received and placed on file:
1. From the Maui County Council's Governmental
Relations and Finance Committee relating to: (1) the
Slate of Officers for Fiscal Year 2000-2001, (2) the
endorsement of a NACo Second Vice President
candidate, and (3) the HSAC Bylaw/Policy
Amendment.
C. NACo Reports
The following report was received and placed on file:
1. From Edwin Rosario, NACo Legislative Director, and
Jeff Arnold, NACo Deputy Legislative Director to State
Association Executive Directors, dated May 8, 2000,
relating to NACo Steering Committee nominations.
Your Commitee noted that Council members from the
respective counties have transmitted the appropriate forms
to NACo for possible appointment to the various steering
committees.
V. UNFINISHED BUSINESS
A. Slate of Officers for FY 2000-2001
Your Committee approved the following slate for presentation to the
General Membership. The slate is as follows:

B. Nominees to NACo and WIR Board of Directors
Your Committee approved the following nominees for presentation
to the General Membership. The nominees are as follows:
NACo Board of Directors (HSAC Representative) Ronald Kouchi
NACo Board of Directors (Minority-At-Large) Dennis Nakamura
WIR Board of Directors (HSAC Representative) Rene Mansho
C. HSAC Bylaws/Policy Amendment
Your Committee noted that all four counties had approved the
proposed amendment to the HSAC Bylaws and Policy Statement
as it relates to the disbursement of corporation funds. Your
Committee also agreed to refer the proposed amendment to the
General Membership for appropriate action.
D. Endorsement of a NACo Second Vice President candidate
Your Committee voted to approve the endorsement of
Commissioner Karen Miller of Boone County, Mo., as a candidate
to the NACo Second Vice President seat and referred the matter to
the General Membership for appropriate action.
VI. NEW BUSINESS
A. 2001 WIR Conference Budget proposal
Your Committee discussed the proposed budget for the 2001 WIR
Conference which will be held on the Island of Hawaii in May of
2001 and filed the communication. Subsequent to its discussion,
your Committee approved a request to advance $5,000 to the
County of Hawaii in conjunction with the 2001 WIR Conference.
VII. COMMUNICATIONS
The following communications were received and placed on file:
1. From Kauai Council Chair Ronald Kouchi to President
Mansho, dated May 12, 2000, reporting on the
approval of the proposed amendment to the HSAC
Bylaws/Policy Statement.

2. From HSAC Treasurer Chair Ronald Kouchi to the
HSAC Executive Committee, dated May 24, 2000,
transmitting the report entitled "HSAC AUDIT
REPORT FOR YEAR ENDING JUNE 30,1999".
VIII. ANNOUNCEMENTS
President Mansho announced that the next meeting would be held on
August 11, 2000 on Oahu commencing at 10:00 a.m.
IV. ADJOURNMENT
The meeting was adjourned at 3:39 p.m.
